Odessa used to run four separate programs at roughly the same address — the Household Hazardous Waste Facility, the Citizen Bulk Drop Off, the Time Machine reuse station, and the Odessa Recycle Center. The city folded all of them into one name: the Keep Odessa Beautiful Facility. Same location. Same services. One door.
The name change is why searches for "Odessa Recycle Center" or "Odessa HHW facility" sometimes dead-end or pull up old addresses. This page consolidates everything the facility currently accepts, verified against the city's own Facility Services page in September 2026.
Hours, Address and Contact
| Detail | Info |
|---|---|
| Address | 814 W. 42nd Street, Odessa, TX 79764 |
| Phone | 432-335-4686 |
| Monday – Friday | 8:00 a.m. – 5:00 p.m. (closed 12:00 – 1:00 p.m.) |
| Saturday | 8:00 a.m. – 12:00 p.m. |
| Sunday | Closed |
| Fee | Free for Odessa residents |
| Solid Waste (bulk event scheduling) | 432-368-3510 |
The lunch closure is a hard stop. Showing up at 12:15 means waiting outside until 1:00. Plan your trip for before noon or after 1:00 on weekdays. Saturday is the tightest window — 8:00 to noon only, no exceptions listed on the city's page.
Disposal Station — Bulky Items and Appliances
This is the station for large items that do not fit in a rollout cart and are not electronics. The city lists the following as accepted:
| Item | Condition Required |
|---|---|
| Furniture | No condition listed — call ahead for oversized pieces |
| Box springs and mattresses | No condition listed |
| Household appliances (general) | No condition listed |
| Refrigerators | Compressor must be removed by a licensed technician first |
| Compressors | Must be empty and cut in half by a licensed technician |
| Microwaves | No condition listed |
| Water heaters | Must be empty |
| Water coolers | No condition listed |
| Vacuum cleaners, space heaters, electric blankets | No condition listed |
| Crock-Pots, grills | No condition listed |
| Exercise equipment | No condition listed |
| Old bicycles, scooters | No condition listed |
| Ceramic and glass lamps | No condition listed |
| Yard equipment | Must be empty (drain all fuel) |
The refrigerator rule is the one that catches people. You cannot back a fridge up to this facility and hand it over — the compressor has to come out first, done by a licensed tech. Same for standalone compressors: empty and cut in half. If you skip that step, they turn you away. Worth a call to 432-335-4686 before you load a fridge into a truck.
Yard equipment means anything with a fuel tank — lawn mowers, trimmers, blowers. Drain the gas and oil before you bring it. A tank with fuel sitting in it is both a fire risk in the drop-off area and a reason to be turned away.
Electronics Recycling
The electronics list at this facility is one of the more complete ones you will find at a city-run program in West Texas. Accepted items include:
| Category | Accepted Items |
|---|---|
| Computers | Computers and monitors, tablets, external hard drives, circuit boards |
| Phones and accessories | Cell phones, chargers, power cords |
| TV and video | Televisions, DVD/CD players, DVRs, cable boxes, video equipment, cameras |
| Audio | Radios, speakers, MP3 players |
| Gaming | Video game systems |
| Office | Printers, fax machines, copiers, scanners, paper shredders, typewriters |
| Communication | Telephones, answering machines, pagers, GPS units, communication equipment |
No quantity limits are listed on the city's page for electronics. If you are clearing out a large haul — an estate cleanout or a home office — call 432-335-4686 first to confirm there are no volume restrictions in place.
Household Hazardous Waste
The city's HHW station accepts the following categories. Note that "automotive fluids" here is a broad category — the Recycle Station (next section) is where motor oil, antifreeze, and cooking oil go with specific quantity limits.
| Item | Notes |
|---|---|
| Paint | Original container, label intact |
| Pesticides and herbicides | Original container, never mix with other chemicals |
| Household cleaners | Original container |
| Automotive fluids | See Recycle Station section for oil and antifreeze quantity rules |
| Pool chemicals | Original container, transport upright and separate from other chemicals |
| Smoke detectors | No condition listed |
| Gas-powered equipment | Drain all fuel before drop-off |
Bring products in original containers with labels readable.
Never mix chemicals together — not at home, not in the vehicle, not at the facility.
Containers must be 5 gallons or smaller.
Transport upright in a sturdy box so containers cannot tip.
Triple rinse empty containers before drop-off.
Recycle Station — Oil, Antifreeze, Plastics, Batteries
This station is where the quantity limits apply. Three fluids and two battery terminals are the main things to know:
| Item | Limit | Requirement |
|---|---|---|
| Used motor oil | 5 gal/visit, 4 visits/year/household | Sealed container, not mixed with other fluids |
| Used antifreeze | 5 gal/visit, 4 visits/year/household | Separate container from oil |
| Used cooking oil | 5 gal/visit, 4 visits/year/household | Sealed container |
| Batteries — lead acid, lithium, alkaline | No limit listed | Terminals must be taped with duct tape |
| Cardboard (household quantities) | Small loads only | Flattened, no wax-coated or refrigerated cardboard |
| Tin and aluminum cans | No limit listed | Clean, dry, empty |
| Newspaper | No limit listed | No plastic bags |
| #1 Plastics (water/soda bottles) | No limit listed | Clean, dry, empty |
| #2 Plastics (milk jugs, detergent bottles) | No limit listed | Clean, dry, empty |
The city lists oil, antifreeze, and cooking oil as separate line items with the same 5-gallon and 4-visit cap on each. Whether those four visits are counted separately per fluid or pooled together is not spelled out on the page. If you are running all three fluids in one trip or approaching your fourth visit of the year, call 432-335-4686 before you load up.
Batteries need taped terminals. Exposed terminals on lithium batteries in particular can short against each other in transit and are a fire risk. A strip of duct tape across each terminal covers it.
Large cardboard loads — moving boxes, appliance boxes — go to B.R.I. Recycling at 26 W. Industrial Loop, Midland, TX 79701, (432) 687-0088. The Keep Odessa Beautiful Facility will not take them.
Rethink Reuse Station — Donate Working Items
Items dropped here go back into the community free of charge to anyone who wants them. The station accepts gently used household items that are clean, safe, and still functional. The city lists small appliances in working condition, home décor, lamps, small furniture, folding chairs, storage bins, working tools, garden tools, and pet supplies.
What they will not take at the Reuse Station: broken items, torn or heavily damaged furniture, mattresses, upholstered furniture with stains or tears, hazardous materials, food, clothing, medical equipment, car seats, and recalled products. Donations are accepted based on available space, so the facility can decline anything that does not meet their condition standard.
What They Will Not Take
The city publishes a hard refusal list. These items will be turned away regardless of how they are presented:
- Commercial loads of any kind
- Contractor loads
- U-Haul trucks and Rent-A-Center trucks
- Remodeling and demolition debris
- Roofing material
- Concrete, brick, dirt, sod
- Large quantities of fencing, windows, or lumber
- Wax-coated or refrigerated cardboard
- Plastic grocery bags
- 18-wheelers and large moving trucks
The truck restriction is the one most people do not expect. If you rented a truck to move a house's worth of stuff, you cannot pull that truck into this facility. Personal pickup trucks and personal vehicles only.
Rules That Apply to Every Station
Residential customers only. Odessa city limits only.
Staff will not open or close your tailgate, lift gate, or trunk. You unload your own items.
No mixing chemicals at any point — not at home, not in the vehicle.

The 4-visits-per-year cap applies to tree limbs and fluids with stated limits. Other stations do not list a visit cap, but volume limits still apply for cardboard and recyclables.

FAQ
Is there a fee to use the facility?
No. All services are free for Odessa residents. Residency may be verified at the gate.
What happened to the Odessa Recycle Center and the HHW Facility?
Both were renamed and merged. The Keep Odessa Beautiful Facility is the current name for what used to be the HHW Facility, the Citizen Bulk Drop Off, the Time Machine reuse station, and the Odessa Recycle Center — all at the same location on 42nd Street.
Can I bring a refrigerator?
Only after a licensed technician removes the compressor. Show up with an intact fridge and they will turn you away. Call 432-335-4686 to confirm what documentation, if any, is required as proof the compressor was removed.
Is there a limit on how often I can visit?
Yes for fluids and tree limbs — 4 visits per year per household for used motor oil, antifreeze, and cooking oil, and 4 visits per year for tree limbs. Other stations do not list a visit frequency cap on the city's page, but the facility can decline oversized or commercial-looking loads at any station.
Can I drop off items on my lunch break?
Not between 12:00 and 1:00 p.m. Monday through Friday. The facility is fully closed during that hour.
I have a large load of cardboard from moving. Can I bring it?
Small household quantities only. Large loads go to B.R.I. Recycling, 26 W. Industrial Loop, Midland, TX 79701, (432) 687-0088.
Do I need an appointment?
No appointment listed as required on the city's page. Show up during open hours. Call 432-335-4686 if you have an unusually large or unusual load.
